These are on z/OS in Unix Systems Services, the logs for the IMWHTTPD web server. I tried without DCB but I believe some DCB must be supplied , as someone said the access method will deal with the Unix-to-record stuff. I thought my LRECL was 290, but things did not work until I increased it. It is working now.
