Yes, definitely. The proper way for system recovery is to replace RACF
db from backup (or TSS, or ACF2) and re-IPL.
Logon using UADS is impractical.
Certainly true if you have no local VTAM terminals at all, which I
suppose is often (usually, even) the case these days.
