The list of APF datasets used to be a sequence of control blocks in non-fetch protected storage and could be read by anyone - privileged or not.
When the CSVAPF QUERY service was introduced, it was hamstrung to provide the same unprivileged access to the dataset list as before for compatibility reasons - even though (I am guessing) the developers would have preferred to make this an authorized service. I think your RFE stands very little chance of being accepted.
