I'm not sure who to ask at IBM, so I'll see if anyone on the list

announcement that unsecured access is going away for this server?
I don't remember seeing any such announcement. I'm not an authority for
testcase.boulder.ibm.com, but I don't think there are any immediate
plans to remove your unsecured access.
While Kurt was typing, we got an update from the team that owns it
telling us that the testcase server will likely require SSL or SSH
connections by, or some time, in May.
Likewise, ecurep will discontinue support some time later this year.
From the ecurep website:
"For 2018 several changes are scheduled to go live. One of these changes
will be to require you to log in using your IBM ID. Please make sure
that you own such an ID. We will also stop supporting plain FTP server
for manual data upload. FTPS (FTP over TLS) encryption will be enforced
to meet legal requirements."
