IBM ALCS became zTFP. That is generally all in Assembler, unless you use JAVA. But JAVA is way too slow

The title was obviously written by someone who isn't sufficiently computer-literate to understand that a computer is hardware and that application code is NOT a computer. The text of the article flat out says the IRS has repeatedly updated hardware over the years. The reported problem is that it's still dependent on some code, written in assembler, that may be 60 years old and difficult to maintain. That's an entirely different problem than the title implies.
