I have no idea what you are talking about.
32-bit programs can suddenly access 4 GiB
of memory instead of being restricted to 2 GiB.
There's nothing circular about that, it's a
fantastic improvement and it's about time
that z/OS had the same capability as other
platforms with regard to 32-bit programming.
