This sounds like a flavor of a problem that originated some years ago when multi-system logon was officially supported by IBM/JES2. The logic adopted by JES2 (cannot speak for JES3) was to issue a notify on whichever system had the 'oldest' (chronologically) TSO session of the same name. I don’t remember if/how the problem was addressed other than doc.
LISTBC OTOH will read messages from a shared BRODCAST regardless of where you are logged on. . .
