Yes, it is like disk ad VTOC, but it *shouldn't* be like.
Indeed empty VSAM file is not the same as ever user VSAM file. It
complicates VSAM processing in application, or to simplfy, many
applications do require to "seed" the cluster with some dummy record
before use.
Can it be changed? Well, can we relieve JCL syntax? ;-)
