No. This is both WAD and BAD. In the JCL Ref this is stated, 'TYPRUN=SCAN 
checks the JCL only through the converter, not the interpreter.'

And older versions too. One thread about this same problem was around July 2012 
where with TYPRUN=SCAN, you could not see the SYSIN contents unless you use 
INPUT ON and then use ST in SDSF.

... and in that thread 'Show the //SYSIN DD * lines when using TYPRUN=SCAN?', 
there are two important comments amongst others:

>TYPRUN=SCAN is only JCL checking and so will not really "show" the output of 
>the SYSIN.
>TYPRUN=SCAN's "checking" is a bad joke.  IIRC, it fails to report errors as 
>fundamental as DSNAME >44 characters.
