What I wrote is not always 100% correct, sorry. I must also added, that if substition test is not working, I just submit a IEFBR14 job with the real DD (not in comments) and watch out for any 'IEFC653I SUBSTITUTION JCL' messages. PS: I don't have a JCL scanner product or something like that which could make your TYPRUN=SCAN and SYSIN easier.
