Writing requirements is a black art. If you give detail IBM claims that you're telling them how to it, and if you don't give detail then they implement something that doesn't satisfy the requirement.

I remember chanting, with others, "Just say NO to OCO." IBM summarily ignored us. I will say that in many ways since then IBM's attempts to make more interfaces documented and "GUPI" are nicely done. But "use the source, Luke!" is the GNU mantra and I embrace it. IBM's thoughts seem to be "don't tell us how to do things, tell us what you need & why".
