They're not all for z/OS, and "new function" is quite literal.
Colloquially, at least, a lot of people would consider some of them to be
"fixes." For example, PI99282 is for z/VSE's ICKDSF. And it's a patch to
make sure that ICKDSF gives some preference to base rather than alias
addresses in a couple commands.

By the way, z/OS allows you to assign and manage e-mail addresses if you'd
like to do that. There are a couple different ways that's possible. For
simply and straightforwardly associating an e-mail address with a
particular RACF user ID, please refer to APAR OA50735. I believe that new
RACF feature is available in z/OS 2.1 and higher if you have the z/OS
Security Server optional element. You can also use the IBM Directory Server
for z/OS, a base z/OS element, to provide LDAP authentication and
authorization services using long IDs in practically any form, including
e-mail addresses.
