In the old days it was delivered on tape, with stand-alone restore program, nowadays the restore program is IPL-ed from DVD and volume dump is restored from that DVD. It's DFSMSdss restore. AFAIK it is some trick since IBM does not allow customers to create such DVDs (only tapes).
