Once your PC-owning address space is active, check the ASCBFLG3 byte (offset x'35' into its ASCB) for the ASCBREUS bit (x'40').
If this bit is not ON, you do not have a reusable address space. I believe that DIAGxx "REUSASID(NO)" parameter can override the REUSASID=YES specification on the MVS START command.
