The only reference I can find for Global Volume Catalog is for CA VTape. If that is the system you will be using, the Global VCAT is just a VSAM dataset that you can define in any catalog (and on any volume) you choose. You just need to insure that the HLQ of the Global VCAT's DSN relates to the catalog you want. Defining a dataset in any catalog, including the master catalog, does not require an IPL.
