I believe COMMNDxx is processed before JES startup. You might want to IPL and examine the logs to verify this.
Obviously, JES commands cannot be parsed until JESS is up. You will need "COM='V XXXX,ONLINE' " as opposed to COM="$VS,V XXXX,ONLINE' " (I think I got the syntax correct, I did'nt look it up).
