IBM has documented that the time and order in which COMMNDxx commands are executed is unpredictable.
There is also IEACMDxx, where the commands will be executed in the specified order, if I am correct. JES2 parameters will be parsed at JES2 startup and you determine when JES2 is started. Varying the volume online and starting JES2 from IEACMDxx will probably give the desired results.
