So how would you, as a human, determine whether a job should use Proc A or Proc B?
The logic in your tool would need to make the same decision. So if the tool is building a job, and it reads the parameters to build the JCL. How would it make a decision? This would not be much different than a human building the JCL and having to make a decision on whether to use CLASS=A or CLASS=B So if the tool can decide on which jobclass would be used, you still cannot restrict zIIP usage. If the job uses - say SORT - and it is not in the zIIP class, there is still a possibility it will use a zIIP.
