It was in a thread "How are Program Object sections with Defer
attribute loaded?" and Peter's post was on 11 May 2017, 07:59.

LE has way too big a place in the New z/OS, IMHO.

Why on earth something like this should be an internal interface, I
cannot think. Like why is the format of a Program Object a secret?
Yeah, because encapsulation, but still - just make it not a PI, but
document it.
