Keep in mind that wiki is a mixed bag; its emphasis of secondary sources over primary sources tends to damage its reliability. Also, the URL you gave was for PL/I rather than for REXX.

There is very little similarity between REXX and C. A case in point would be short circuit evaluation which is fundamental to C and sadly lacking in REXX.
