I can work around this, but would like to understand.
Running a z9 and zOS 1.13.  We use Rocket software Bluezone 3270 emulations
on Win-PC for consoles.  This works just fine during an IPL.
    However when we do a POR, they do not reconnect immediately. I have
worked around this using the HMC master console to get the post POR IPL
going, and eventually I am able to re-connect the Bluezone and go on.  It
seems that there is "something" in software or firmware that remains active
thru shutdown and IPL, but not during POR.  And eventually the "something"
is restored. Perhaps after the VTAM/TCPIP stack get restarted.  But those
stacks are "down" after a non-POR shutdown and the next IPL works fine. Is
something wiped out by the POR and then restored?
    Can anyone give me some insight into this?  .
