Think about it this way: Would a DBA be able to get away saying that "the DB was copied because a mainframe operator reused their mainframe credentials as their credentials to access the RDBMS."? (Regardless of how the credentials were actually acquired.) My bet is that such a response would not hold any water and the DBA would be expected to better secure the RDBMS.
