However your remark lit a light in the back of my brain: if dss sets the 
changebit on a newname, what would it do when I renamed the dataset to itself?

Yes, it restores the dataset to its original name, but it does set the 
changebit.

A wonderful, I guess unintended, feature!

Is it a requirement that the data sets being restored in the other sysplex have 
the same name as when they were dumped? When dss restore data sets with new 
names, it turns the changed bit on.
