Scott, Are you writing routcde 11 to SYSLOG?
Issue D C and see what it says. We don't here...
HARDCOPY LOG=(SYSLOG,OPERLOG) CMDLEVEL=CMDS
ROUT=(1-10,12-128) <--- no 11
Try another routcde and see if it's visible.
