Excellent suggestions. I would add that many organizations seem to have one or more "hardware" people who are supposed to look after the driver (firmware) updates, Coupling Facility configurations and levels (including memory requirements), and Server Time Protocol configurations, as examples. The Upgrade Workflow should includes steps that somebody else might need to take to make sure you're ready for z/OS 2.4 (and Parallel Sysplex) in terms of the underlying system characteristics. And one of the many nice things about the Upgrade Workflow is that you can assign steps to different people and cross-check everyone's work.
