I agree wholeheartedly.

It seems that a lot of government agencies (of all levels) demand that the employee/contractor be at their office
and that working outside is somehow a really huge (undeserved) perq.
As you've pointed out, your availability is much greater because you have no commute. I've even gone as far as offering to start a Skype call at 08:00 and let it run until 16:00 so that they can see my ugly face and make sure that I am not goofing off.
