I believe you. You know, as I wrote that sentence a flicker of doubt ran 
through my mind. I wonder if the true statement is "ISAM did not support 
updating a record if the length changed." 

There was some sort of ISAM shortcoming because a bunch of folks apparently 
developed their own "VISAM."

It most certainly was. We used it in the early 1970s at Wayne State 
University for the Admissions system.
