The issue here is that the minidisk (defined in the directory entry) is
only 100 cylinders in size.  However, when it was last formatted, it was
400 cyl in size, so that's what its table of contents reports when you do a
Q DISK on the owning (or linking) account.

You should probably re-format the disk (making sure to back up any files on
it you will need) as inevitably at some point, you will try to write a file
and CMS will want to use a part of the minidisk that isn't really there,
and it will cause trouble.

I just gave up on this approach and changed it to use a mod 3 I had
labelled as VMACCT and had used for V4.3.  Now, I have the DISKACNT 100 cyl
on that volume instead of 510RES and it seems to be ok...

Yes, the Q DISK showed 400 ,but Q V 501 showed 100...

             Yes that sound right.  I take it that you  did not CMS FORMAT
the new
Mdisk.

             You should be able to do a Q V <cuu> and see the 100 cyl,  but
when you do a Q DISK it shows the 400 right?
