In theory, yes. Whether people are willing to learn all the new stuff that allows for dynamic changes is something else... And some installations will *want* to IPL more often than that, if only to assure that it still works in the event that you have to IPL. I recall someone mention on the list that a year's worth of non-critical changes caused an outage of days when they had to IPL.
