You can add the space, but CP reads the allocation bitmaps on a volume only when it is brought online, and CP won't let you offline a volume it's actively using. Since you already have active CP areas on that volume, you can't take it away from CP and bring it back online, so it won't see the new page space on that volume until you IPL.
