While I'm not familiar with your particular problem, I do know of a great Redbook on the subject: SG24-6364 OSA-Express Integrated Console Controller Implementation Guide. One of the sections that helped me was under what circumstances you should set the OPERATOR_CONSOLE option. As it turns out, it should only be set for z/OS MCS consoles and not for anything else. Each of the console definition options are explained in great detail. Maybe you are missing one, incorrectly coded one, or could take advantage of others.

What do you do when it happens? I have ICC consoles defined for my VSE system consoles. Every once in a while something will happen to cause the console to get 'lost'. I can no longer get to that LU, not from that PC or any other PC, even with different emulators. Deleting and redefining the device in VM doesn't help either. I was fortunate enough to have an additional LU I could use, but eventually I'll run out LU's. I am guessing the problem rests in the z890 chpid, but can't find anything to prove that. Any ideas?
