No, VM/VTAM doesn't do EE, but CommServer Linux (CSL) does.  It will
perform the APPN-over-IP encapsulation and supports CTC.  I.e. VM/VTAM
APPN over CTC to CSL then via EE to the PLU.  (I couldn't resist all the
abbreviations - sorry!)
