It has been awhile but I think JES defines separate transmitters and receivers.  RSCS can transmit and receive on the same stream.  So, I think you have to define 1 RSCS stream for each transmitter and 1 RSCS stream for each receiver defined in JES just so you don't run into timing conflicts.  So, if JES has 2 transmitters and 2 receivers defined you want to define 4 RSCS streams.  If JES had all 4 streams active at the same time you want RSCS to be able to handle that much traffic.

Yes offlist to lesgeer at IBMUS would be good.  Not the entire trace
though, the beginning for link initialization than around the time of
failure.
