TCP/IP does it need singal support?  It doesn't need to close anything, or am I wrong?
DB2/VM: yes, we'd like that too.  I plan to have one of our servers (that uses SHUTTRAP) have the DB2 servers to stop.  But:
- it is hard to know why our REXX server gets a signal: was it a FORCE or a SHUTDOWN?
- it cannot protect DB2 against a "CP FORCE db2Sever"
So, DB2/VM is indeed one of the products that really could, SHOULD, use Signal support.

On the same topic (but not VSE) we have submitted requests (or whatever IBM now calls them) for
support by DB2 and TCP/IP of the shutdown signal. Is anyone else interested?
