The statement in the book is for HCD, having very little relationship to 
IOCP.  Defining as CTCA in HCD ensures that HCD will create a "TYPE CTCA" 
entry for the device in SYSTEM CONFIG.

Perhaps the problem is that chpid 2 and 3 are not connected to each other? 
 I would suggest looking at "Defining ESCON CTCs Between LPARs" by Shimon 
Lebowitz at http://www.sinenomine.net/system/files?file=ectcpsb.pdf.  You 
can accomplish what you want with only one chpid.
