I think it is public enough knowledge that the DB2 for VM and VSE folks are working on a DB2 Client only code. Perhaps not tailored for but more for the DB2/UDB (perhaps under zLinux).
My guess, is that we are eventually going to get a "package" that is some sort of zLinux & DB2/UDB simular to GCS/VTAM (for example). That might run directly under VM or may be in a dedicated LPAR (which would work for those VSE only installations). I could also see a zLinux & ??? as a way of replacing some TCPIP functions (DNS, ssh, etc). Anyway, right now, it seems a lot of VM development is due to or headed to, zLinux support. Of course, there is also changes for the large shops (better support for 32, 64, xxxx processors).
