OK, I seem to have made a breakthrough. I had an error in the defaultne t on level 2 (had changed an IP address midsream) and that allowed me to pi ng the 192.168.1.221 address on level 1. Then I put on my network guy hat a nd made a change in our lan router and that lets me ping between my lan and my level 2 TCPIP now. All except for the 1 PC that I really want to get to, I can ping into VM but not out, suspect at router problem.
