I think I should have said something more:
- you use "CP SEND CP userid xxxxx" to change pure virtual things (like a
virtual CTC) in a virual machine.   (And the "xxxxx" in the command string
is then most of the time a CP CLASS G command)
- to handle real devices, you can use CP's CLASS B DETACH & ATTACH command

To attach the CTC to another guest, no need to do it in the TCPIP user.
Simply use MAINT

P.S. even the DETACH of the CTC from TCPIP could have been done by a
simple DETACH in MAINT:
  CP DET 2030-2031 TCPIP
