Since in that case the full TCPIP PROFILE is only read during startup
of the stack, you could make your PROFILE EXEC run some plumbing
collect the various bits and pieces and write the configuration file
for this time. The INCLPROC stage on the MAINT 193 comes to mind.

In general, it strikes me really strange, seeing how
z/OS´s TCPIP is based so strongly on VM, but then
MVS got additional improvements w/o putting them
in VM too. Pity...

My understanding was that the MVS stack was completely rewritten in
another language after they borrowed it from VM. Remaining similarity
between the two would be only to make it less disruptive for the
customers.
