No, VM doesn't support INLCUDEs in the PROFILE.  I typically do what Rob 
suggests: pre-process my configuration files in a configuration exit 
(either the global TCPRUNXT or the specific one identified by the :Exit. 
tag in your SYSTEM DTCPARMS).
