And also remove the ENABLE command from them, or some bright soul will
write you a new SHUTDOWN EXEC, so that they don't have to remember the
modify command. And since they must test that EXEC, it may happen a
few times ;-)
Maybe you could have PROP to load the gun, and add some logic to check
whether this is the right thing now.

And a SHUTDOWN EXEC on a tools disk does not buy you a lot I think.
After all, you probably used #CP SHUTDOWN since you were sure you did
want to shutdown a system, just not that one...
