I guess the question that pops into my mind is what are you really trying to do here? Set this beast up so that it can't use any more than one physical CPU worth of resources at any given time, or reserve one full CPU worth of horsepower for this beast (given it's WAS, you may end up doing this, unfortunately).
If the former, look at the SET SHARE LIMITHARD command. If you are doing the latter, then look at using a DEDICATE statement or SET SHARE ABSOLUTE 100. The latter is slightly preferable in that it guarantees that you get 1 full CPU worth of resources (with two CPUs, the total will add up to 200), but it doesn't tie down a CPU to a particular virtual machine.
