z/OS 1.4 was pre-dynamic templates.  z/OS 1.7 is post-dynamic templates. 
You need to talk to the (z/OS RACF) support center about the reports you 
ran and exactly what they reported.

(And I presume you upgraded the templates as part of the RACF FL530 
installation.)
