The volser of the new disk must be CP-owned in oder to make CP search
for its "things": PAGE, SPOOL, Tdisk, DRCT

CP-owned disks are defined in SYSTEM CONFIG.  The list can be
dynamically modified too:
  CP Q CPOWNED    to find "reserved" slots
  CP DEFINE CPWONED   to fill in a "reserved" slot
  CP ATTACH xxx SYSTEM  to make CP search for its "things"
If there are no reserved slots, an IPL is required.  At that time, be
sure to provide some "reserved" slots for the future.

Beware:
1. never change the slot number of the volumes containing spool space
2. it is wise to update SYSTEM CONFIG before using DEFINE CPOWNED
   (there is always a small change CP abends between the dynamic
activation and
   the update to SYSTEM CONFIG, and after such an unexpected IPL, the
spool files on
   the new volume would get lost
3. after any update to SYSTEM CONFIG, it is wise to run CPSYNTAX
