IMO, autologging a user should not reset the password count. Inactivity timer, yes. Bad password count, no. Only a successful authentication, a RESUME or ALTUSER NOPASSWORD should reset the invalid password count. OTOH, it's been that way for decades and it hasn't been a cause for alarm. ...
