Provided that there is a reserved slot defined in the SYSTEM CONFIG
file, e.g. 
CP_Owned  Slot  3  RESERVED 

Format the new pack and allocate cyl. 1-end with SPOL using CPFMTXA
I gave it a label of DYNSPL in my sample case.
 
Change the above entry dynamically:  
DEFINE CPOWNED SLOT 10 DYNSPL
Note: Do  not forget to change SYSTEM CONFIG as well!
 
Attach the new pack to the system:
ATT 666 SYSTEM 
 
and check  it:
q alloc spool                                              
                EXTENT     EXTENT  TOTAL  PAGES   HIGH    %
VOLID  RDEV      START        END  PAGES IN USE   PAGE USED
