Well you can drain (CP DRAIN DASD rdev PAGE) it, but it might never come
completely clean. And since it is running at 71%, I'd wonder about the
ability of the other pack(s) to take up its load. You might want to
consider adding some more page packs to the system if you can. 
 
Why is there a VTOC on a paging volume? 
 
But, if you want one on there and want to move it, I'd change the system
config to not include it at the next IPL. Then reformat and allocate it
as you like. Issue the DEFINE CPOWNED and ATTACH to SYSTEM commands to
get it in use again. And change the SYSTEM CONFIG back to include it in
the CP_OWNED list.

Subject: Removing a Paging Volume


Is it possible to remove an active paging volume?
 
If so what would be the proper procedure.
 
The volume is currently 71% full but the VTOC is in the wrong place.  I
would like to clean this up with the VTOC on Cyl 0 then dynamically add
this volume back in as paging space.
