As Bob said, its hard to take a page volume offline while the system is up. If you can shutdown and be able to keep it down for 20-30 minutes, use the standalone version of ICKDSF to reallocate the vtoc and format/allocate the former VTOC as PAGE and the new VTOC as PERM. Then IPL and assuming you didn't change the vol label, it should come up OK.
