The general answer is "It depends." If we get enough orders for it, it goes on the RSU. If it is new function, it typically goes on the RSU. If it is important for everyone to have it, it goes on the RSU. If it closes a security/integrity hole, it goes on the RSU. If it pre/co-reqs something already on the RSU, it goes on the RSU. If the developer can make some other case for it going on the RSU, it goes. In the case of SSL, it is planned to appear on the 0901 RSU. We just cut the 0802 RSU - don't look for it there.
