Thanks to Rob and Mike, providing hints for me to review the IPL parameter with 
console addr.
Mike is right, the system config comments has overrun the rest the valid 
statements, including the console parameters. That probably explain why the 
system go into wait state.
Resolve by ipling with a specific console address, then system up enable me to 
correct the system config file.
Thanks to Kris for given some good steps for future use.
